Guy is located in Plane of Tranquility in the PoFire building. I tested this and it works, I don't know if the set_zone_flag(212) all that works yet. But the rest of it sure does.
Basically this quest allows you to get flagged for the Solro tower by killing a Banished Efreeti and getting the Bannished Efreeti heart and turning it in.
