Altering the effects of hunger and thirst

I am wondering if anyone knows where in the source is determined the effects of being hungry and thirsty... as in, the penalty to mana and endurance regeneration for someone who is out of food and drink, and hungry/thirsty.

Pretty sure hunger and thirst are controlled client side. As far as those specific effects, I don't think they are sent to the server to calculate. Could be wrong with newer clients though.
