Plane of Time - No spawns

I join a raid, and it lets me enter. I stand on the pad, but the waves don't start. Anyone know what might be preventing them from initializing? I've looked in the quest files, but I'm still quite a novice at this.

Are you using bots on your server?, I know on the server I play on bots break the code.

I do not use bots on the server.
