Bard AOE songs

Is it possible to make bard aoe songs hit moving mobs again?

This can be controlled by the rule Spells:PreNerfBardAEDoT. Set to true to have them classic. (may need to tweak spell data too if they ever changed them, I haven't checked that :P )
