Would it be possible to allow people to make toons in crescent reach yet block access to the rest of the expansion?

Yes. Can change the minimum level or status on the other zones, to prevent anyone from zoning into them.

Pretty sure that is the default behavior in the PEQ database.

If you're playing on a statused account, then any blocks may be overridden.
