3rd Person Camera issue/not allowing rotation

I was watching someone twitch their P1999 and they were in 3rd person, and able to rotate the camera to look around like I used to do in live. My server is relatively new, but everyone on it currently can not rotate their camera in 3rd person.

Is this a client issue? We are all running Titanium...
Is it a server side issue? I would think it's client, but still learning...

I thank you for taking time to read this and hopefully respond with a solution.

Google isn't being my friend on this.... tried several site:eqemulator.org ... searching with no luck... must not know what to use for the search :(

Thanks again,
Monteros

Hit F9 to change cameras.

I am aware of that, but could swear this was a normal function :) I am new... is that the only way to rotate the camera?

Thanks for responding.

Use the mouse wheel to zoom out first in first person (or check in the options for proper keybind if modified)

Thanks, will have another look. Mousewheel out works fine, but panning the camera around doesn't. Would be nice if it was a simple bind issue... but thought I looked closely already - will check again. thank you.

doesn't f12 disable/enable mouselook?

To fully pan the camera around your character in third person is one of the preset camera views (F9 as aforementioned)

Scroll out with your wheel mouse. Click left click and hold it, move mouse to pan around. Right click to center your back to the camera. You can also run by holding both left and right clicks down.
