revisit zones not starting, fresh install

Hello, I have picked up where I left off on an issue with an EQEMU install.
quick background, I have a running version working on a desktop, dated dec 2018. In attempting to install the lastest version on the laptop Win10, I run into a problem of zones are not starting after "Server (TCP) listener started" in the Client window.
The new zone server should all start after this in numerical order. I can log into the server select screen and server is offline. I can continue by selecting the server and go to the character select screen and create a character but attempting to log in fails.

I have reviewed the forums and this is the closest issue I can find.

but I have done everything suggested in the above post.with no success.
I at one point thought it was a port conflict but I see nothing different in ports with the desktop.]
To confirm I have no issue I installed another EMU (name not to be mentioned) to verify there was not an issue with ports for that game. Install worked fine. Have removed this.

One note is the only difference between the desktop install are the *.ilk files do not get populated; example zone.ilk not installed on laptop but exists in desktop server folder.
The install was all "installer" files with the lastest PEQ_beta sql. every element was removed, deleted, environment cleaned up. Installer installed as expected.
install files used;
run 1
Active perl 5.16.3.1204 mswin32 x86-294330
Mariadb 10.0.21-winx64
vc_redist_x86
vc_redist_2012
Perl (from installer)
PEQ_beta from link

When I run isntall comments are:

If I rerun install.bat (of course in admin)
same error of vcredist_x86_2012
no errors from here on.

I have standard windows firewall and malwarebytes (but if I turn it all off even TPM no effect).
I do not have any other version of mysql installed.

When I run zone.exe it runs normal compared to the desktop.

so where or hwat have I missed or is interfereing with mariaDB?

If I were to use mysql 5.6 can i modify the install and server install files to allow and configure this. I am trying to find what is the trouble and back engineering the mysql route might shed some light on the issue.
I have looked at the mysql and not familiar with the mysql_root:eqemu portion for 5.6 in the install.variables.txt
my head is getting tired of banging on my desk...........
