druid spell in queynos vs freeport and north ro

for some reason i cant cast any spells in the overhauled areas like freeport, north ro and others in that area. i get the message "your spell wouldn't have taken hold". I even tried the GM command...

cant create new char.

after i create the char. and send it for a pproval it brings me back to the server selection screen. ( I dont have a single player on any server right now I just want to play)
