I feel kind of silly that I haven't tracked down the cause of this issue yet, but for some reason my quest scripts no longer seem to have their logic interpreted via embperl or lua supporting...

Monk mend timer resets on zoning
The monk mend ability timer seems to reset when you zone. I tested by using the mend ability, confirming the button was disabled, then I zoned and it was immediately reusable again.
