By God, you're right! I hadn't considered that, but I think my solution is still correct. Just put Titanium in a directory outside of "Program Files" or "Program Files (x86)".

After installing EverQuest Titanium from the CDs, I launched the client via command:C:\Program Files (x86)\Sony\EverQuest\eqgame.exe patchme
and was greeted with error:
