Fixing some ranger ivy etched armor quests

I've been running around doing these ranger quests and find many steps broken. Some mobs done exist at all in the database (Tarskuk) while others are in the DB but have no spawns (Brownie outcasts)....

Yeah I can see it'll be easy to change the code to give a bonus to quest XP. I can also see a rule function that appears to retrieve rule values so I can put the quest multuplier in rule_values...
