The function is in the Client class (
Client::GetActSpellDamage), so that means this would only apply towards clients. Honestly, I don't think there's anything that allows an NPC to crit. If we added this, it would have to be a part of the Mob class (so Mob::GetActSpellDamage, which applies towards both clients & NPCs), unless we wanted it to be different for NPCs (then NPC::GetActSpellDamage).
