Sadly Lupi is right. Creating a PVP only server is a tough call, you are going to spend 99% of your time being a traffic cop to the dregs and debris its going to attract.
Don't be afraid to ban people right out the gate. If you don't you will lose control of the server and it will poof like the dozens of other PVP servers over time on EMU that failed due to lack of enforcement.
