Yes, it was broken. I fixed it. You need to pass true as the 7th arg to eq.set_proximity/quest::set_proximity as well as call eq.enable_proximity_say/quest::enable_proximity_say.

I did miss fixing that quest apparently, so fixed on PEQ now :P
