You are missing at least one required SQL update, specifically 1790_required_aa_required_level_cost.sql
You will find them in the trunk\EQEmuServer\utils\sql\svn directory. You should apply all of the ones newer than your database version. You may also need to apply the last two lines of 1711 since it isn't in the PEQ database download.
