As far as I know it should last the full duration or until clicked off. However in spells_new its set to buffdurationformula 3, which is somehow level based.
Subtle Illusion (ID: 37926) appears to be doing the exact same thing so it would appear to be the effect that is somehow broken. I am not having any issues with Treeform or any similar illusion spell.
Set spell to buffdurationformula 11 (Which means it should just return the duration) and it still behaved in the exact same way (lasts a split second).
Edit: Just seen that noudess added this as a bug back in April.
