This new installer you created looks pretty amazing and I hope I can get it to work on Windows 10. This means you're missing the path to your MySQL bin folder - which the installer adds. Usually this is because someone already has had a database engine installed prior when the installer clearly mentions 'clean install'.
Uninstall MariaDB, remove the folder from program files.
Download the installer fresh - run as admin
