i assume that is ooc(OutOfCombat) regen because there is a restregen for non raid set to 30 and a raidrestregen set to 300 which i assume is the 5min marker for ooc raid regen to kick in.
Eitherway i have.....
Character:RestRegenPercent - 0 - Set to >0 to enable rest state bonus HP and mana regen.
...to remove all ooc and any type of none classical speed up regens
