I have exactly the same issue so i checke the install script and tried t o find where does it come from.
@Akkadius, could it be related to this error ?

from
https://ci.appveyor.com/api/projects.../build_x64.zip
Could it be related to some data download limitation ? in anycase yes the file "build_x64.zip" was empty ( 0Kb ).
