Yes, you would use it the same way as you would for Live. Though, I think you would need to use SoD or newer clients to do so. If you are trying to copy an existing server without permission, that is generally frowned upon, but there is nothing stopping you from doing so.
Just getting the spawn points is only a small fraction of the work that would be required to really make a decent copy of a server. Most of the work is in the scripts and loot/items as well as other stuff like factions and stuff depending on the server.
