the only other thing different for me is the chatserver/mailserver, then...
i only have the <port> portion for each of those... i didn't set/edit those, should be what's in the default xml file. (actually reverted back to that as you'll read below)
i did put my local address in for the chatserver/mailserver portions as you do and the server wouldn't load.. but i have no 'chatserver etc' if one is required outside the normal eqemu/loginserver compiles.
i don't have mine open to public, so there are some differences for that at top of your config file.
simplify it so that it does load.. .strip it back to default, if necessary... then slowly add whatever custom you do from default until it won't load... then you know that's the hiccup, or possibly 1 of 'them'. if more, you'll find them as you add the custom stuff one thing at a time.
