Assuming you're running Windows, have you looked at your taskmgr for memory consumption?
I mean, with a 20-40MB per zone consumption, assuming the entire 8GB was available that would be roughly 250ish zones, though again, assuming the entire 8GB was available, though, you have the OS (if Window$ that's quite a bit), MariaDB/mySQL, other EQEmu binaries, etc, etc.
