Servers get demoted/promoted all the time. I don't have access to all of the backend services as Rogean does so we don't have any automated voting systems that I would like to have in place. It's manually done from time to time
In general, the criteria in green has been roughly 3-6 months uptime with good standing in the community and obviously a population to boot. Reborn obviously looks really good as of late but will probably give it a bit more time to follow the same suite since it literally just launched
