Is this on EQ live, or on emu?
If it's on emu, you may want to talk to the operator(s) of the server you're playing on. We don't control individual server listings, and quests aren't part of the server core by default.
If it's on live, this isn't the EQLive support forums. Probably would want to put a bug report on their forums.
