I have a tweaked version of XAMPP 1.8.2 that I modded some versions to match the old EQemu guide requirements made mention of.

XAMPP 1.8.2 (username = root/password = admin) - I recommended you change the password at the very least which is easy to do from control panel>>apache>>admin>>security.

Here's what's included.
XAMPP Control Panel v3.2.1
phpMyAdmin 4.0.8
PHP 5.4.19
Apache 2.4.4.0
MySQL 5.5.32
Perl Version 5.12.3

For me it's been working great it's simple and easy to use and it's a portable XAMPP installation! Just unzip the XAMPP folder to C:\ so it reads C:\xampp then just open the control panel and check apache and mysql services then use the admin panel to either.
