The most likely problem is that you don't have your config file, eqemu_config.xml in the same directory as world.exe, zone.exe etc.

Make sure it isn't called eqemu_config.xml.txt or something like that.

Enable the display of file extensions in Windows Explorer (it's under the Organise/Folder and Search Options/View in Vista ... I don't remember off hand how to get to it in XP), or alternatively, launch a command prompt, CD to wherever your world.exe/zone.exe are and do:

Code:
C:\eqemu>dir eqemu_config*
 Volume in drive C has no label.
 Volume Serial Number is DA34-F279

 Directory of C:\eqemu

06/06/2009  14:25               901 eqemu_config.xml
If your eqemu_config.xml is named correctly, and is located in the same directory as your world and zone executables, then post your eqemu_config.xml, as there may be a problem with it's contents.

You are missing a < symbol where i have indicated in red below:

Code:
<?xml version="1.0">
<server>
        <world>
                <shortname>oick</shortname>
                <longname>oicks eq beta</longname>

                <!-- Only specify these two if you really think you need to. -->
                <!--<address>192.168.2.3</address>-->
                <!--<localaddress>127.0.0.1</localaddress>-->

                <!-- Loginserver information. -->
                <loginserver>
                        <host>eqemulator.net</host>
                        <port>5998</port>
                        <account></account>
                        <password></password>
                </loginserver>

                <!-- Sets the shared key used by zone/launcher to connect to world -->
                <key>some long random string</key>

                <!-- Enable and set the port for the HTTP service. -->
                <http port="9080" enabled="true" mimefile="mime.types" />
        </world>

        <!-- Database configuration, replaces db.ini. -->
        <database>
                <host>192.168.2.3</host>
                <port>3306</port>
                <username>root</username>
                <password>***</password>
                <db>peq</db>
        </database>
</server>
PS: Your password has been replaced with asterisks in my revised version. You will need to re-add it between <password>***</password> in the <database> section, in place of the asterisks.
