Default ManaBurn (AA) - How do I get them to stack?

I played wizards on my server because I remembered manaburn stacking. Apparently, they stopped it from doing so, and I blew all four timers but only got one mana burn off last night. :(

I can't figure out how to edit the AA ability to stop them from having stacking problems. In short, I'd like to walk up to a mob and land multiple manaburns in a single fight.

My apologies if this was better suited to the spell forum, but it seemed that AA's and spells are significantly different.

From what I understand of how it's now coded, the spell adds a debuff to a mob that can't be dispelled that prevents them from being hit by another Mana Burn spell for 60 seconds. You'd have to edit the spell to remove the debuff from being applied, I would imagine.
