Fail on "Submitting name to server for approval. Please wait"

The above. I log on sucessfully, then select a server (doesnt seem to matter which, but the latest attempt was on the 1999 project server, although they all seem to do it)

Then, in character creation:

I choose stats ect, then go to name select, I do this, and it sits on waiting for name approval. It then eventually boots me to the main login screen.

My sytem: Windows 7, quad core jubley.

I have: Opened port 5998 on my router (TCP and UDP)
I am: running in windows XP comptablility mode
I have: disabled firewall
I have: Tried loads of time

I did various searches, and didnt find anyone else with this issue.

Any ideas guys? Thanks in advance for any help.

Bizzarly, by connecting to my neighbours Wifi rather than my router.

Weird.
