Lightbulb server variable regen rate question..

im just pondering somthing here..
would there be a way to ajust the out of combat regen rates for hp and mana . seperatly from in-combat rates.. like eq2 ?

like have the servers base regen really high so it takes mabey one min. but add a statement to the db so that if you are in combat the regen rate is at a "normal rate" or whatever.

i know how to adjust the general server rates but im just not a savy proggramer .. in fact what i have learned so far was on-the-fly while setting up eq emu..

if some one could tell me if this is possible that would be cool . of if some one could write up a bit of code to do this. and how to make it work .
im shure there would be a few grateful people, : ) like me !!!

this is one of the few things i found i absolutly LOVED about eq2 , and one thing i hated about eq live .. i was able to solo alot but it was slow soloing.
fight 5 min kill a mob tough enough to drain your mana/hp down a decent amount and it took another 5- 10 min to regen just sitting there hoping that the mob you killed has a 20 min spawn timer ..
