Default UI Private Server

I've built my own server with the installer, I can enter and play on the server, but when I adjust my socials/hotkeys/screen layout how I want it, it doesn't save after exiting and logging back in.

When I zone my hotkeys and socials immediately go back to default, is there a solution to fix this?

I realized it's not creating saved "default.ini" files for each character in the game folder, does anyone know how to get it to create them?

Are you running eq from inside a permissioned folder?
