How to edit Scroll/Book/In-game reading

Hi, I wish to adjust existing items, or make new items that you can click to read, in the interest of recipes, quests, that sort of thing. I looked at neriak newsletter itmes and noticed it pointed to specific files, but no idea how to reach said files, or how I could go about adding new ones if I wished to. Not even sure if this is client side or server side...

Wasn't sure what section to pose said question in, hope this is the right one.
