You shouldn't be launching the patcher. Is it some custom EQEmu patcher?

Is this a fresh installation of Titanium?
Did you read the play guide?
Do you have UAC enabled?

I don't know if its a custom patcher or not, it's just the one I downloaded. I've only been to the standard sites... the one I started at was project99. This is what the patcher looks like:

I changed my UAC to the lowest setting and it didn't change anything. I hadn't read the play guide but I'm looking through it now.

You may have to restart before the new UAC settings work properly.
To get the same effect, just run the EQEmu Launcher as administrator:
Right click EQEmu Launcher shortcut/.exe -> run as administrator

You will be much happier if you move the eq directory from Program Files to somewhere without special permissions, like c:\eq.

Default Problem Solved

I had this same issue, here is what you need to do;

First Create a file in computer local drive where you want to have EQ run from
Next drag your entire EQ file to the new folder
Now right click the folder and go to the security tab
Change the permissions under this tab to allow the user to modify the files
done

if you get this error, that means the launcher cannot access either your EQ directory or your launcher directory...

so the permission to patch EverQuest or to update the launcher or servers arent given.
