do i need to dl anything?

Hey all, I can connect to servers and what not, but i was wondering if i had to DL anything at all to access certain classes/races. I tried to access the vallonzek/tallonzek server but couldnt make an Iksar, perhaps i am showing my noob but any help would be nice. Also if anyone can recommend a good server that runs up to only velious that would be wonderful
