Khati Sha and Grieg

Not sure if they are broken or I am not doing something correctly. I can clear the mobs around Grieg but he wont agro me and I cant attack him. I can use a clickie item to cast on him and he will mez me, but that is it.
According to allakhazam, the khati Sha event is started by a vah shir in the jails, but she isn't here and doesn't show up on the dev tools when I look for npcs.
Any info is greatly appreciated.
