Default Reload player_global.pl ?

This is a n00b question, but I would rather understand how it works before I start editing things. Also I looked at the current perl documentation and couldn't find the answer.

What do I need to do to reload the quests\global\global_player.pl file after I make changes?

Is the file re-loaded per player on login? On every zone in? Or once when the server starts up?

#reloadworld (know it will do precisely what the name/command implies)
or
#reloadquest (with intended recipient of changed global targeted)

Then usually a proper zoning, though, seems sporadic (and static/dynamic zone seemed to affect this, though that may have been just in the past and now I just zone out of force of habit)
