Default Guild Bank Authority

After a little testing, it appears that making someone a guild officer does not give them authority to manage the guild bank (even though the permission screen in the ROF client is active, it doesn't appear to be implemented). I can see banker flags in DB. Does anyone know what the status of the guild bank authority is supposed to be? I don't want to spend a lot of time testing, researching and documenting if this just intentionally isn't supposed to work. Though if that is the case, is there a workaround other than hacking the DB?

Thanks.

Modern guild permissions aren't implemented yet.
