Looking For A Server To Experiment/Practice On

I'd like to practice EQ1 Trilogy (essentially p99 era). Be able to set level, skills, spells, and then go to a zone and try out different synergies and the like for some groups. I have some new groups ideas I've never done before and kind of want to be ready for when the new progression servers hit.

Any servers that do this?

If not, any quick way to get a modern p99 style non-legit server up and running? aka, xp rates, drops, and the like of p99 but the newer zones? Sorta mimicing TLP. I know that just setting an expansion variable isn't going to do the trick as the damage and the like will all be off : ).

Not easy, but TLP are not very classic anyway.
