Sorry, I can't find that tutorial either. I'll try my best to help. Commands that're helpful are listed below with a description.
Code:
#npcspawn create - Creates the NPC and adds its spawn.
#npcspawn add - Adds the NPC's spawn.
#npcspawn remove - Removes the NPC's spawn.
#spawnfix - Changes the spawn location of a mob, will not work unless you added then repopped the mob.
#npctypespawn [npc type id] - Spawns an NPC from the database, you can then add its spawn.

You are probably referring to the one that used to be on GeorgeS' website. He relocated his site and the path to those tutorials doesn't work anymore on the new host. It should be easy for him to fix, but he would need to be aware of the issue. I will move this thread to his section of the forums so he can find it easier.

His tools are now located here:
http://www.georgestools.chrsschb.com/

And the link on that page for the Tutorials I believe you are looking for is here:
http://www.georgestools.chrsschb.com...tut/index.html

But that is a 404 error when going to that link, so I assume the folder is not there on the new host.
