Default Strange Mana Regen Issue

**SOLVED**
It was user error. I had set the Skill Caps for Meditate to start at their classic values (for instance, necro getting Meditate at lvl 4) but I never gave levels 1-3 a value higher than 0, so my characters started with no mana regeneration at all.

ORIGINAL PROBLEM:
So I've been playing on my private Everquest emulator server for a few months with some friends, we have been having a blast.

Tonight, a new friend joined the server and all of his brand new characters started completely OOM and never regen mana.

My characters regen mana just fine and my friends who have been playing with me for months are also reporting no issues on their existing characters...

However, as a test, I created a new character and I do, in fact, start completely oom and never regen mana on that new character.

I have no idea where to even begin with troubleshooting an issue like this. Has anyone experienced something like this before?

Following up on this, if I have Meditate set to a value of 1 for a Shaman (since they don't get Meditate until level 8 ), the Shaman will only regenerate 1 mana per tick (standing OR sitting). If I bump the Meditate value up to 5, the Shaman will regenerate mana at a rate of +1 standing, +2 sitting, which is classic. If Meditate is only supposed to increase your mana regeneration every +12 skill ups, why does increasing the value from 1 to 5 make mana regeneration go up by +1? I'd like characters on my server to start with +1 mana regen standing, +2 sitting.
