My port fowarding or isp problem?

I fowarded the ports on my router to my servers ip address the server boots up fine and the zone servers connect to world and world connects to login server. But when try to login I get the failer to connect you may need to rerun patcher or connection to patch server may be down or something. Anyways I can play on the Project eq server, so I know it cant be my files. Is this probably due to my isp or something on my side? Any help would be appreciated spent like 4 days trying to figure this one out
