Aediles Thrall not letting me create bots

I wasn't sure if this question should go here or in the bots section. If I am wrong please move accordingly.

I followed Huppy's great thread to create my server.

Win 7, using peqdb_rev1751.


Lvl 51 character hails Aediles, his response:

Aediles Thrall says, 'eh? Mind your own business, go away!'
You have out of 71 possible individuals

I sourced all the .sql files that Huppy said to, but I cannot figure out how to get him to respond to me. I even went so far as to download EQEmu-Rev1874-Bots and replaced my server files with these. That did not help.

It's been a couple of days and I have tried everything I can think of. I did a search of this site and it looks like people had problems like this back in 2009, but nothing recent. I'm sure it's something tiny I am overlooking. Your help would be appreciated.

I think it is maybe in your rules_values table ? I remember seeing something in there about Aedilles Thrall (sic)

Check that table, I see this.
