merchant wares list using sneak/hide

I am seeing that only items sold to a vendor show up when a vendor is browsed by a rogue using sneak/hide, while others can see the full list.

Is this intentional or a bug? I don't recall my main on live (rogue) ever not being able to buy or see a merchants full list using sneak/hide.
