Default How to disable halloween event?

Hi, I'm trying to figure out how to disable the Halloween event server wide, I've been looking at zone and spawn conditions but so far I cant find anything that revert all the NPC back to normal.

thanks in advance for any ideas

Does anyone have this script to disable the Halloween event? The link provided does not lead to anything anymore in the pastebin. Thanks for any help.
