Default No NPC's on new server

I'm sure this question has been answered already but I was unable to find it. I apologize in advance for that.

I created a new server following this guide:

I pulled the database from here: http://peqtgc.com/releases
it was dated 2014-7-23. Downloaded dependencies from here http://eqemu.github.io/

I received no errors during compile or at any time in the process.
I can log in, I have created a character, have zoned a few times but there are no NPC's.

I wiped everything and did it all again and got the same result. The only part I am fuzzy about is a section that says is optional unless you have issues and it talks about sourcing in files with a revision number that is above the revision number of the peqdb.sql The zipped and unzipped peqdb.sql file had only a date and not a revision number so I skipped this section.

Sorry for the length, just trying to furnish as much info I think is pertinent without knowing what is pertinent. Thanks in advance for any help.

I believe you need to source in 2014_07_10_npc_spells from the utils/SQL/git/required. And that should fix the no npc issue

That did it! Thanks a lot. Now I just need a good written tutorial/guide on changing rule sets. Can you point me to one?
