Default Help implementing "yellow text" to a server

I'm working on a server and need to implement the yellow text for kill. Within what files of the source code should I be looking to complete this task? I've been trying in c++ but if there is an easier way using a different language I'd appreciate the help.

If you're able to talk on discord or PM me to make this easier please let me know. I'm itching to get this to work on the server.

The client can do all of that; just change it there.
