Default Lowering min level requirements for buff spells
Is there a way to lower minimum level requirements for buff spells? I tried setting up my buffing NPC to hand out Nettle Shield, Vallon's Quickening and a few other biggies, but found that they would only work on higher level characters, somewhere around 46-50. I couldn't find anything in spells_new that controls this. Is it hard coded somewhere in the source?

You can turn it off with Spells:BuffLevelRestrictions, but there is no way to change the algorithm.
