Default Slow Mitigation

On Live, some mobs could mitigate the ammount by which they were able to be slowed. While the spell being cast might be able to slow a normal mob by as much as 75%, these mobs, usually raid mobs, would decrease that slow by a certain percentage. Some were only half slowable and others only a quarter or less. At current, the EMU doesn't support slow mitigation or the ability to set by how much a mob will mitigate slow. Likely, there will need to be a new attack code and a new table in the DB so these mobs can be set to mitigate slow up to a maximum percentage.
