Login and account setup help

I recently set up a server with miniligin because it was the only way I was able to get it to work, and I have a few problems.

One is I can't log in from another computer from the network. I log in to the server select screen but can't log into the world.

And I can't figure out how to set up another account. I thought just setting up different logins would give me different accounts, but they are linked to the same account.

Any ideas? Also I am running windows 7 64
