Weird lag issues

I finally got server to work, but for some weird reason I have those problems:

I can run either slowly or very rapidly (well past SOW speed) at random times.

NPCS either stay frozen (moving, but no animations), rarely normally, or (most common) animate very rapidly.

During fast times, brief falls can give me massive damages.

Is it some kind of timer issues? Or is it just because I'm running server on same computer as client?
