Default Level cap

Hello again got a couple questions about some things as my server is starting to come to my liking. 1. Is there a way to set a level cap until a custom quest I added is complete? And 2. On some notes that you can find in game say for example the note to the guild master you have in your inventory upon making a new character is there a way to edit the message that's on these notes? Those "notes" are written in the books table. The item (such as a tattered note), if you look in the items table, you will find a column "filename". That filename is what you look for in the books table.
Example: item id 18747 "a tattered note" has filename FreeBarGM01 assigned to it. So you look for that name in the books table. There you find what is written.
